Board Bios


The Board of Directors is elected annually by the membership at our April Annual General Meeting. The Board of Directors determine policies and programs. The staff employed by the board is responsible for organizing and executing the Chamber of Commerce's programs and promoting policies. The Committees and Task Forces are volunteer committees consisting of members of the Chamber of Commerce committed to achieving what needs to be done. As the #1 business association in the community, we are the voice of business through our collective association. 


  • Dave Willie - President

    Dave Willie - President

    Dave Willie has owned and operated Black & White Event Rentals for over 25 years, serving Vancouver Island events and festivals from Victoria to Campbell River. Their clients include Corporate, Universities, Non Profit and Event Planners from across the lower Mainland and Vancouver Island.

    He has served as a Director and President of the Qualicum Beach Chamber of Commerce, and as a Director of the Parksville & District Chamber of Commerce, where Black & White has held a membership for over 20 years.

    This experience served him well as a Councillor in Qualicum Beach and also as a Director at the Nanaimo Regional District where good governance and oversight is important.

  • Jean Maltesen, President-Elect

    Jean Maltesen, President-Elect

    Jeannie Maltesen moved to Parksville in 1993, and has lived in Errington since 1998. Jeannie holds a Bachelor of Arts, a Bachelor of Education, a Master of Education, and is working on completing her Doctorate in Education. She has been employed by VIU since 1993 and currently holds the position of Dean, Faculty of Academic and Career Preparation. As a representative for Vancouver Island University, a local resident of the Oceanside community, a parent of two high school age children, and a spouse of a local business owner, Jeannie has a vested interest in the economic development of this community. She brings a valuable perspective to the Chamber that encompasses a broad scope of stakeholder interests; one that supports the development of a vision and implementation of an actionable plan that will achieve long-term sustainability of a healthy, thriving Oceanside region.
  • Andy Lankester, Vice-President

    Andy Lankester, Vice-President

    Andy Lankester has been the General Manager at Harris Oceanside GM since 2011, and recently was appointed Managing Partner, after purchasing shares in the company. He has been an active participant in Chamber events and a Board member since 2014. Andy believes that we can build a strong, vibrant, growing community, by supporting one another. He has a love for being on the water and enjoys family and fishing when time allows.

  • Terry Kerr, Treasurer

    Terry Kerr, Treasurer

    Terry Kerr moved to Parksville with his wife Heather and two daughters, from Calgary, in February 2010. He has recently become a licensed Strata Manager in the province of BC and is working towards his Brokers license. Terry is one of the owners of The Kerr Group Management Corp. Since his appointment to the Board in 2011, Terry has taken on a Co-Chair role with Oceanside Initiatives – the Chamber Economic Development function.

    Tricia Korkowski, Director

    Tricia Korkowski is a recent addition to Coastal Colour Printing. You will find her out in the community dropping by businesses and networking around the Island. Originally from Winnipeg, Tricia now loves Island life. She recently retired as a professional athlete after playing for the Canadian Indoor Women’s National Volleyball Team for 5 years where she travelled the world proudly wearing the Maple Leaf. Her competitive nature is an asset with her role in Business Development at Coastal Colour and we are looking forward to tapping into her skills and energy as a Director with the Chamber.

    Rakaia McCarthy, Director

    Rakaia McCarthy is the Operations Manager of Mercedes Lane Fashion and Furniture Ltd. Rakaia born in New Zealand, moved to Scotland at the age of 11 where she really found her passion for the Fashion industry. When Rakaia was 16, she moved to Vancouver Island and enrolled in John Casablancas Institute in Vancouver. After completing her Fashion Business and Creative Arts program, Rakaia set her sights on moving back to Parksville where she fell in love with the Downtown Parksville Business community. Rakaia has assisted with the expansion of the Mercedes Lane online store and second location in Downtown Comox. She is enjoying the many aspects of running a small business on Vancouver Island.

    Dee McKinney, Director

    Dee McKinney is the owner of Nail & Body Essence. She has been participating in Chamber events since 2012 as a representative of Oceanside ROI and took out a full membership in 2014. Dee has been an active contributor to the Fantasy Auction, Business Awards and Bocce on the Beach. Dee believes that being a member of the Chamber provides her with the opportunity to support her peers, network and work as a team to grow a strong business based community. She looks forward to serving the membership as a Director with the Parksville & District Chamber of Commerce.
  • Philip Perry, Director

    Philip Perry, Director

    Phillip Perry, PhD is the founder of Coyotes Coffee, a specialty coffee micro roasting facility located in Parsksville BC. His background in the coffee industry includes operating several high end coffee bars on Vancouver Island over the past 13 years. His experiences over the previous 30 years have included serving as a forensic psychologist for the Federal government, founder of the Crisis Walk In Clinic at Vancouver Island Health Authority, CEO of WOODS Treatment Centres Western Canada, Trauma specialists at Foothills Hospital in Alberta and professor of psychology at UBC and adjunct professor of psychiatry at foothills Hospital.

    Brian McLean, Director

    Brian McLean, worked for 25 years in the food manufacturing industry in South Africa and relocated with his family five years ago. On their arrival, his wife Cari, worked in a small bookkeeping practice and was fortunate to be able to buy it. ‘My Bookkeeper’ gave the Mclean household two chamber memberships after Brian took on a new position with Core Insurance Solutions. Being a lifetime buyer of the commodity he is now on the other side of the desk. His passion in business leans towards entrepreneurship and he hopes he can provide some mentorship to those new to business and perhaps bring fresh ideas to the table overall.

    Luc Ouellet, Director

    Luc Oullet started his professional career as an Aircraft Maintenance Engineer “R” & Red Seal Automotive Technician. Prior to starting his 20 year teaching career he owned & operated A-Star Automotive Recyclers in Prince George.

    It is his wish to use his business and teaching experience to enhance partnerships with the chamber and school district to invest in the potential of our youth. As an advocate for projects that enhance economic viability of our community the chamber is an excellent organization to take a leadership role in connecting youth with local opportunities. In return, youth provide many benefits to local businesses.

  • Tamara Schmidt, Director

    Tamara Schmidt, Director

    Tamara Schmidt grew up on the Island. She moved away to pursue her career options but relocated back 6 years ago with her family. Tamara has been with CIBC for the past 8 years in various roles throughout the organization, with her current role being the Banking Centre Leader in Parksville. Tamara volunteers for various charities including Run For the Cure, United Way and the BC Children’s Hospital.

    Robynne Shaw, Director

    Robynne Shaw is the General Manager at Sunrise Ridge Waterfront Resort. She has been in the hospitality business in management positions since 1986, most of which has been in the Oceanside area. She has seen great growth in our business community. Robynne appreciates the strength of the Chamber and is interested in taking on a role that will enhance her knowledge of the business community and assist to keep it strong. Robynne is the Chair of the Parksville Qualicum Beach Tourism Association, and Vice Chair of Region 6 – Skate Canada.

    Meghan Walker, Director

    Meghan Walker, REALTOR® at Royal LePage Parksville Qualicum Beach Realty has already achieved Director’s Platinum Award for being in the top 5% of residential agents in our market. In her previous career in tourism she enjoyed sharing her love of the island. This included working at the Kingfisher Oceanside Resort, a role as Visitor Centre Manager and Membership Manager at the Qualicum Beach Chamber of Commerce, and Over 9 years at the Tigh-Na-Mara Seaside Spa Resort & Conference Centre. Meghan has been involved in local community groups and events such as the Qualicum Beach Family History Society the Dogwood Appaloosa Horse Club and Royal LePage Shelter Foundation and Haven House fundraisers.

    Bill McKinney, Past President

    Bill McKinney moved to Parksville in 2000 following a 35 year career with the Royal Bank. During these years he held several managerial positions including 12 as Manager, Marketing & Sales for the BC/Yukon District. Following his retirement, he immediately formed Ideal Images, a promotional products & corporate apparel company. Recipient of The Citizen Of The Year Glassie in 2005, Bill offers a vast wealth of experience and knowledge from the business world and a passion for marketing and customer service.
